Depending on your connection you should be able to get much higher speeds, in theory! But it depends on what torrent you are downloading, how many seeders it has, how many of them you are connected to and also things like distance from you and the peers, so with other words, it's not easy to generalize.
If we imagine that what you are downloading is well seeded and a fresh torrent, it does sound low.
You can try to open ports in your router if you have one (port forwarding) for your torrent client, and you can try to create exceptions in your firewall for it to see if that makes any difference.
Try another client like deluge or qbittorrent to see if the speeds increase, you never know!
