Quick answer, no. PayPal's policies are not welcoming to torrent sites. PayPal should not be used in general by anyone to be honest due to their policies, questionable quality of service and high fees. If you have problems using Skrill you should contact an admin per email or in PM (me for example). There are other, better, solutions.
