The site in itself is absolutely safe to use in the sense that we have good security and encrypted https protocol etc to protect the users, you don't have to worry about that.
But when it comes to downloading torrents it's another story. It is not the usage of the site or accessing the site they will complain about, ever (or downloading the .torrents files even). It is perfectly legal. But maybe they will dislike you using your internet connection to download torrents. I mean torrents transfers from one persons client to another and in general, not specifically our torrents.
Regarding Time Warner Cable I don't know because I have no personal experience with them.

I recommend using a seedbox or VPN because for the low cost it can be nice to feel 'safe' and not have to worry about it. But that said, I know for a fact that we have hundreds or thousands of active users in USA and so far in 6 years I have never heard someone complain or tell me or anyone I know about any troubles regarding Time Warner Cable or any other specific internet provider.
After all we are only well educated, peaceloving, hardcore MMA fans and not terrorists
I doubt that we are high priority for anyone.
