is it possible to start seeding when making new torrent with out downloading torrent from site, ie adding announce url with passkey when making torrent? |

Yes, as long as its the correct passkey it works both ways. |

It works for several scripts I have seen so I suspect that maybe you have the wrong announce url. Please make sure that the syntax is correct.
