Correct, if nobody is sharing the file there is no way of downloading it. If you didn't know this it sounds like you need to study how torrents work. Torrents trackers are not really archives where you can choose what to download years or months after something is uploaded. People stop seeding files after a while because they need the HDD space or for other reasons. You need to get fresh recently uploaded torrents, oh and then you need to seed them for a very long time. Everything is dependent on people seeding what they download. If you don't seed the torrent that you download you can't expect anybody else to do so either. (If everybody keep the torrents seeding in their torrent clients 24/7, 365 days a year everybody can get all files, but this will be hard to accomplish).
What you can do is make a reseed request and maybe someone that still has the files can add seed so that you can get them.
