is it possible to start seeding when making new torrent with out downloading torrent from site, ie adding announce url with passkey when making torrent?

Yes, as long as its the correct passkey it works both ways.

so yeah that didnt work url with passkey gives error, this torrent does not contain this tracker url

It works for several scripts I have seen so I suspect that maybe you have the wrong announce url.

Please make sure that the syntax is correct.
